Problems of the Bangladesh Ready Made Garment sector Essay In recent time it is argued that the crisis in the Ready Made Garment (RMG) sector is not only limited to the wages and allowances of the workers. Productions and exports of the factories have decreased and the price of the apparels is decreasing in the international market. The owners of this industry allege that, the supply of gas and electricity is not continuous, because of which they are to use generators to keep the production process of the factories uninterrupted, resulting in the increasing cost of productions. But it is urgent to reduce the cost of production to comply with the foreign buyers demand and the competitive international price. Moreover, serious and untoward incidents in the form of chaos and confusions are frequent in this sector on the basis of rumours and petty demands of the workers. It has become a way of frequently destroying factories by spreading news of misbehaviour of the factory owners with the workers. Even if such allegations are true, it cannot also be denied that there occur frequent abnormal deaths of workers in the garments factories. Major shocking incidents like the collapse of Rana Plaza in Savar on April 24 2013 killing 1130 workers and crippling about another 1500 of 2438 rescued alive and with about 316 missing. Fire incidents in Tazreen Fashions in Ashulia on November 24 2012 killed at least 112 workers. It is also alleged that kidney diseases are widespread among the garments workers as they are discouraged to drink water during duty hours, since this may cause them to repeatedly go to the urinal causing a loss to work time. In fact the garments workers sweat their blood in producing garments in the factories and it is alleged that for months after months the owners do not come to the factories; the factories are usually run by the salaried officials who habitually misbehave with the hard working labourers of the factories. It is immoral to consume the fruits of the workers by sitting idle without their consent; although it is usual in capitalism that its highest executives spend their time sitting on public committees, and have to have deputies to do their work (Lewis, W. Arthur, 1954, Economic Development with Unlimited Supplies of Labour). In the face of movements of the apparels workers for raising wages and other demands in 2006, the Export Development Bureau and Bangladesh Garments Manufacturers and Exporters Association (BGMEA) sources said that apparels prices in the international market are gradually falling. Available statistics show that apparels prices increased gradually from the year 1994-95 to 2000-01 with a slight fall in the year 1995-96 compared to the immediate past year after which price jumped. Then from the year 2001-02 prices fell continuously without break up to the last available year 2009-10 (July to November). This caused the apparels owners unwilling to accept Taka 5,000 from Tk. 1662 as minimum wage suggested in the New Wage Structure 2010 for the garments workers, because this will, in their view, adversely affect the garments sector. The owners proposed Taka 2,513 as minimum wage for the second time in 2010. Afterwards government interventions made the BGMEA accept the New Wage Structure July 29 2010 with Taka 3,000 as minimum wage. If it is just, there is no question; but if unjust, in that case Al Quran reads: Woe unto the defrauders, those who when they take the measure from mankind demand it full, but if they measure unto them or weigh for them, they cause them loss (Quran, 83:1-3). Recently, after the collapse of the Rana Plaza, the government has decided to form a Wage Board to look after the minimum wages of the apparels workers with possible annual increases in that. The Garments Owners claim that, a certain quarter has started hatching conspiracies to destroy the RMG sector of the country. The external miscreants by intruding the RMG establishments in the guise of workers have started misdeeds. They are being instigated and used by certain interested quarters from outside. The concerned parties have identified six causes behind their attempts to destroy the RMG sector. These are: (a) The foreign buyers recent inclination to Bangladesh, (b) The instigation of some external powers, (c) The assistance of local influential quarters and the so called labour leaders, (d) The intrusion of the jutting outs miscreants in to the garments factories, (e) The differences of opinions of the political miscreants centering the occupation of the Jhut sector, and (f) The internal feud among the labour leaders. The actual workers have no affiliations with these factors and the garments establishments are getting jobs these days. May be there are conspiracies to harm the RMG sector of Bangladesh. But when the disturbances in this sector erupt tens of thousands of workers come down on the streets which are pictured in the national and international electronic and print media. It is illogical to conclude that all of them are miscreants. There may be some who fan the fire of discontents in the minds of the deprived workers. If the workers are satisfied with and had there been no serious discontents in their minds about what is going on in this sector, it would have been almost impossible to drag down on the streets tens of thousands of innocent content workers by a single or a series of mobile calls of the miscreants from out side; and at the same time the disguised miscreants inside the factories could do little harm to this sector. Our habit is to expect too much from law and law enforcing agencies. We forget that they have some natural limits to their capacities. They can at best suppress the problems for the time being but not permanently cure the actual problems prevailing in the factories. It is the owners of the factories who can play the pivotal role in bringing about peace in the factories by allowing the workers their due share to their produce in the form of satisfactory wages and allowances by cutting down the excess greed for profiteering and the workers active participations in decisions making. It is not permissible by good sense to earn excessive profits by coercing the workers by the owners or by the purchasers of apparels by foreign rich buyers. Good sense prefers to advise the business community to ascertain a mid-course between the highest and the lowest margin of profits for success of this industry like any other industry. The garments owners will have to understand that the minimum wage of a garments worker is Taka 3,000. Actually new wage rate is basically Taka 2,000, of the remaining Taka 1,000, Taka 800 is house rent allowance and Taka 200 is medical allowance, which like other allowances are not usually included in the basic wage/pay in any other services. The minimum basic pay excluding other allowances for a government employee is Taka 6,545). It is difficult for the workers to survive with this meagre amount of money under the prevailing high prices of daily necessities. As a result suppressed despair and discontent is naturally there in the minds of the workers which burst out from time to time, as we see, in the factories causing unrest and disturbances. To control this is beyond the capacity of the law enforci ng agencies and the government cannot and should not always shoulder such selfish interests and responsibilities of the private factory owners at ublic costs even though the factory owners pay taxes. They are to solve their own problems by consoling the workers by allowing them satisfactory wages, security and congenial working environments. Governments can at best assist them in these regards. It is also alleged that, some interested international quarters are hatching conspiracies to divert the attention of the buyers from the Bangladesh apparels industry. These interested quarters want widespread unrest should spread and prevail in this industry so that the buyers rush to them for buying apparels and become beneficiaries. Under different pretext the rival competing countries are deeply feeding fuel behind different movements of the garments workers to engage in destructive activities such as breaking of and torching spree to garments factories. It is also alleged that the factories which are being broken now, their wages and allowances are satisfactory, id est. he compliance factories are being mainly targeted for attack. Garments owners and exporters also allege that, in the name of just wages for the workers some private organizations are instigating the workers to create trouble in the factories. The officials of these Non-Governmental Organizations (NGOs) spread discontent among the workers under different pleas and they send the news of such unrest to even different international media. Such news makes the foreign buyers worried in this peak period (Mach-August) and the buyers may turn their face from Bangladesh. If under such circumstances workers unrest spread wide, the garments sector will not survive. So in the prevailing circumstances, owners and exporters of apparels have been thrown into panic. The BGMEA leaders claim that, the wage payments of the workers in factories have not been stopped even in the period of international recession. They say: presently it is the occupiers of Jhut trading, along with other problems, which create unrest in the garments industries not the actual workers. Leader of the Combined Garment Workers Federation (CGWF) maintains that, the problems can be solved through mutual understanding and not by shutting down the factories. The CGWF leader indicates that there are some pending problems of the actual workers also in the garments factories. These problems are to be solved by the factory owners either individually at the factory level or collectively at the sector level as a whole, so that the national and international self seekers cannot utilize the innocent workers to serve their heinous designs. On the other hand, some of the privileged labour leaders of the garments industries frequently or occasionally visit various foreign countries under the patronage of some interested national and international quarters. They have amassed huge amount of money and property and ride costly cars. They are also accused of blackmailing both the factory owners and the workers of this sector and causing disturbances that erupt from time to time in this successful sector of the Bangladesh economy. However, we want an end to the recently become shaky condition of the Bangladesh RMG sector and it to stand erect with factory owners own consciousness and sense of responsibility and active surveillance and assistance of the government to this vital sector directly employing 4. 0 million workers, 20 million people indirectly depending on it and earning about US$19 billion foreign exchange per annum amounting to about 78% of total foreign exchange earnings of the economy, so that it does not has to accept the fate of the once prosperous jute industry of the country.

You know, sometimes in order to keep one's community "quiet and peaceful" one has to take action. That's what this letter is all about - taking action - community action. By now, via media reports and word of mouth you must be aware of the significant increase in house break-ins in this neighborhood over the past couple of years. In fact, the break-in rate has more than doubled over the past three years. According to the police this is just a sign of the times changing as the economic downturn continues and local businesses and factories continue to close their doors for good. As you may know, a local Community Action Committee has been meeting over the past four months to try and find ways to reduce the break-in rate in Rolling Acres. Last week they released their recommendations on how to best combat the problem. Their primary recommendation calls for increased police and security patrols to supplement the local Neighborhood Watch program. They estimate that the extra cost to double nighttime (after dark) security patrols by Security Inc. will be in the range of $14,000 to $19,000 per year. Unfortunately, this amount is not included in this year's municipal budget allocation and there are no additional funds available to us. Therefore, as a concerned member of this community I have decided that my business will take the lead in assisting with this year's security control budget. Accordingly, Bubbas's Hardare will donate $1 for every $2 raised in the community to cover the additional security costs. Mary Shelley: Bride of Frankenstein Authors have written horror novels with old props of haunted castles and moonlit dagger scenes for ages. However, there is one author deserving of significant commemorations for her horrific novel, Frankenstein. Mary Shelley, author of the most notable gothic novel of all times, inspires authors who read her work. Mary Shelleyââ¬â¢s professional life as her husbandââ¬â¢s editor, a novelist, and a poet began in 1816, in Scotland when she began her first novel. First of all, while Mary Shelley visited her family in England, Shelley became an acquaintance to the poet Percy Bysshe Shelley, and later became his wife (Walling 9) and full time editor. As Percy Shelleyââ¬â¢s reviser, she promoted the understanding of his works, which led to the history of biographical-literary criticism (Spark ix). Shelley traveled frequently, once to Italy in 1818, where she composed Italian Lives, which appeared in Lardnerââ¬â¢s Cabinet Cyclopedia (Walling 10). Shelleyââ¬â¢s marriage persisted for eight years (Spark ix), which ended on July 8, 1822 when Percy Shelley drown (Walling 10), and left her a single mother of a child, and a son on the way (Spark ix). Second, Mary Shelley achieved her highest acknowledgments for her writings and gothic novels. Shelley began her first novel Frankenstein (T hompson 2), at nineteen years of age in the summer of 1816 and publicized it on March 11, 1818 (Walling 9). The horror novel received numerous reviews and became one of the literary events of 1818 (Walling 34). Shelley wrote five other novels in her lifetime including The Last Man (Walling 72) and Valpera. The Last Man, published in 1826 (Walling 10), and Frankenstein are Shelleyââ¬â¢s two most sought novels, and William Walling observes that they are "two novels whose loneliness is final Mensik 2 and irreparable" (86). Valperga, published in 1823, received reviews with modern critics that were not as highly ranked as the others. Shelley first began Valperga in 1817, however, she completed the novella in 1821, during which Shelley went through a marriage crisis with her husband Percy Shelley and mourned over the loss of two children (Walling 52). Walling observes that Shelleyââ¬â¢s other novelettes were Matilda, completed in 1819, Perkin Warbeck, published in 1830, Lodore, published in 1835, and Falker, published in 1837. Society also granted fame to Mary Shelley for her intriguing poetry. In 1822, Shelley wrote her first poem, "The Choice". Shelleyââ¬â¢s release of Shelleyââ¬â¢s Prometheus Poems in 1824 sold more than three hundred copies (10).

Network Security In todayââ¬â¢s world, with so many ways to gain unauthorized access to someoneââ¬â¢s computer system, network security is very important. Almost every company has been a victim of a virus attack, hackers, or some other form of unauthorized access to their network. In this paper, I will discuss various methods that those who want this access use and ways they can be prevented. Many people feel that because they use passwords their files are secure and canââ¬â¢t be hacked. They unknowingly leave their networks open to attack without protection thinking everything is fine. Hackers can easily get into password protected files once they have access to a computer system. One way to prevent this is to use a firewall. A firewall prevents unauthorized users from gaining access to a system by restricting access to the entire system, not just the files on the system. Firewalls prevent access to data by using symmetric or asymmetric encryption. Symmetric encryption uses the same password to decrypt the data that it does to encrypt the data. This method allows users to be able to share the same password to gain access to the data and make any needed changes. Asymmetric encryption is different in that there are different passwords used to encrypt the data and decrypt the data. Asymmetric is considered a little more secure as passwords donââ¬â¢t have to be shared in order to allow someone access to the data. Each individual has his or her own password to access it. Asymmetric encryption uses public/private keys to encrypt/decrypt data. Public keys use the same encryption data to access the data that the data was encrypted with. Private, or secret, keys allow the originator of the data to encrypt it and not have to share his password with anyone. They can use their own private key to unlock the data. Digital certificates are certificates that are guaranteed to be authentic by a Certificate Authority. The certificate authority digitally ââ¬Ësignsââ¬â¢ the data stating that it is authentic. An alternative to this is Public Key Infrastructure, or PKI. PKI uses private keys to certify the data is correct and authentic. INTRODUCTION First aid is the immediate assistance or treatment given to someone injured or suddenly taken ill before the arrival of an ambulance, doctor, or other appropriate qualified persons. It is a skill, based on knowledge, training and experience. First aid training is important as it is relevant at home, work place or industries and any other place. The term ââ¬Å"FIRST AIDERâ⬠is usually applied to someone who has completed a theoretical and practical instruction course, and passed a professionally supervised examination. The standard first aid certificate awarded by St John Ambulance, St Andrews Ambulance Association and the British Red Cross is proof of all round competence. First aid must be administered as soon as possible. In case of critical injury, a few minutes can make the difference between complete recovery and loss of life. First aid requires rapid assessment of victims to determine whether life threatening conditions exists. First aid measures depend on the victims need and the providerââ¬â¢s level of knowledge and skill. Knowing what not to do in an emergency is as important as knowing what to do. DEFINITION OF TERMS FIRST AIDER: someone who has completed a theoretical and practical instruction course, and passed a professionally supervised examination. EMERGENCY: A serious, unexpected and potentially dangerous situation requiring immediate action or an unexpected event that must be dealt with urgently. CASUALTY: somebody who has a fatal accident, or receives a serious injury or suddenly falls ill. ACCIDENT: An unpleasant incident that happens unexpectedly. INCIDENT: An event, the occurrence of dangerous or exciting event. AMBULANCE: A vehicle for taking sick or injured people to and from hospital. HOSPITAL: An institution providing medical treatment and nursing care for sick or injured people. IMMOBILIZE: Prevent from moving or operating as normal. SIGN: What you see on the casualty. SYMPTOMS: What the casualty feels and tells you. It is also the first care given to a casualty or someone who suddenly falls ill before the arrival of a doctor or before taking the person to the hospital. AIMS AND OBJECTIVE OF FIRST AID â⬠¢To save life. â⬠¢To promote quick recovery. â⬠¢To prevent the situation from getting worse â⬠¢To save time. â⬠¢To save cost. PRINCIPLES OF FIRST AID The golden rule is ââ¬Ëââ¬â¢ first do no harmââ¬â¢Ã¢â¬â¢ while applying the principle of calculated risk. You should use treatment that is most likely to be beneficial to a casualty but do not use a doubtful treatment just for the sake of doing something. Assess the situation ?Observe what has happened quickly and calmly. ?Look for dangers to yourself and to the casualty. ?Never put yourself at risk. Make area safe. Protect the casualty from danger. ?Be aware of your limitations. Assess all casualties and give emergency aid ?Assess each casualty to determine treatment priorities, and treat those with life-threatening conditions first. Get help ?Quickly ensure that any necessary specialist has been summoned and is on the way QUALITIES OF A GOOD FIRST AIDER â⬠¢Be resourc eful at all times. â⬠¢Be sympathetic and empathetic to your casualty. â⬠¢Be smart and confident. â⬠¢Be observant. â⬠¢Be bold. â⬠¢Be gentle SCOPE OF FIRST AID This is the systematic way of administering first aid;- DIAGNOSIS:- â⬠¢History Signs â⬠¢Symptoms CARE:- This should be given in order of priority i. e. breathing, bleeding, burns and broken bones Transportation- Arrange to convey the casualty without delay to his home, suitable shelter, hospital and or summon a doctor in any serious case. EMERGENCY RESPONSE This is another procedure taken to ensure that appropriate first aid and safety is observed while assisting a casualty. When to use it depends on the situation you find yourself. D ââ¬â Danger. R ââ¬â Response (A. V. P. U. i. e. Alert, voice, pain, unresponsive). A ââ¬â Airway. B ââ¬âBreathing (L. L. F i. e. ook, listen and feel). C -circulation THE RESUSCITATION SEQUENCE To assess and treat a casualty who has collapse use the resu scitation techniques, obtained on the following pages. If breathing and pulse return at any points place the casualty in a recovery position. The resuscitation sequence Check response ? Open airway and check breathing ? Breathe for the casualty ? Assess for circulation ? commence CPR. CHECKING RESPONSE On discovering a casualty, you should first establish whether the casualty is conscious or unconscious. Ask a simple question such as ââ¬Ëââ¬â¢hello can you hear meââ¬â¢Ã¢â¬â¢. ââ¬â¢What has happened to youââ¬â¢Ã¢â¬â¢. or give a command such asââ¬â¢Ã¢â¬â¢ open your eyesââ¬â¢Ã¢â¬â¢. Speak loudly and clearly, close to the casualtyââ¬â¢s ear. OPEN THE AIRWAY An unconscious casualtyââ¬â¢s airway may become narrowed or blocked. This makes breathing difficult and noisy or completely impossible. The main reason for this is that muscular control in the throat is lost, which allows the tongue to fall back and block the airway. Lifting the chin and tilting the head back lifts the tongue away from the entrance to the air passage, allowing the casualty to breathe. To open the airway ââ¬â Place two fingers under the point of the casualtyââ¬â¢s chin lift the jaw. At the same time, place your other hand on the casualtyââ¬â¢s forehead and gently tilt the head well back. CHECKING BREATHING ?Kneel besides the casualty and put your face close to his mouth. ?Look, listen and feel for breathing. ?Look along the chest to see if the chest rises and falls, indicating breathing. ?Listen for sounds of breathing. ?Feel for breath on your cheek. ?Do these checks for up to ten seconds before deciding that breathing is absent. BREATHE FOR THE CASUALTY )Look into the mouth and remove any obvious obstruction including broken or displaced dentures from the mouth. Leave well fitted dentures in place. 2)Open the airway by tilting the head and using two fingers to lift the chin. 3)Close the casualtyââ¬â¢s nose by pinching it with your index finger and thumbs. Take a full breathe and place your lips around his mouth, making a good seal. 4)Blow into your casualtyââ¬â¢s mouth until you see the chest rise. Take about two seconds for full inflation. 5)Remove your lips and allow the chest to fall fully, which takes about four seconds. Repeat this once and then assess for signs of circulation. If pulse is absent and there are no sign of recovery such as any movement, swallowing, coughing or breathing, begin cardio pulmonary resuscitation. If breathing returns, place the casualty in the recovery position. ASSESSING FOR CIRCULATION Check the pulse for up to ten seconds, during which, look for other signs of recovery such as movement, breathing, swallowing and coughing. If you cannot find the pulse or there are no other signs of circulation, Begin chest compressions immediately. CARDIOPULMONARY RESUSCITATION (CPR) If there is no pulse, this means that the heart has stopped beating and you will have to provide an artificial circulation by means of chest compression. To be of any use, this process must always be combined with artificial ventilation. This procedure is known as Cardio-Pulmonary Resuscitation or CPR for short. If both you and your helper have been trained to administer C. P. R, you can do so together. GIVING CHEST COMPRESSIONS ?Kneel beside the casualty locate one of his lowermost ribs with the index and middle finger. Slide your finger along the ribs to the point where lowermost ribs meet at the breast bone. Place the heel of your other hand on the breast bone and slide it down until it reaches your index finger. This is the point at which you should apply pressure. ?Place the heel of your first hand on top of the other hand and inter lock your fingers. ?Leaning well over the casualty with your arms straight, press vertically down and depress the breast bone approximately 4-5cm, r elease the pressure without removing your hands. Compress the chest 30 times aiming for a rate of about 100 compressions per minute. Then give two artificial ventilations. Continue this cycle of alternating 30 chest compressions with two breaths of artificial ventilation until help arrives. CPR FOR A CHILD AND A BABY The same resuscitation sequence is applicable for a child but alternate five chest compressions with one breath of artificial ventilation. For one minute before calling an ambulance. Position your hand as you would for an adult but use heel of one hand only. For a baby under one year, place the tip of finger on the lower breast bone. Do this five times at a rate of 100 per minute Give one full breath of artificial ventilation, by breathing into the babyââ¬â¢s mouth and nose.
